09/08/2011 Following riots, the IPCC have reported that there is no evidence found that the gun found at the scene was fired, and the bullet in the radio was a police bullet. A heavy night of riots across the UK in Bristol, Birmingham, London, and Liverpool followed the death of Mr Duggan.
06/08/2011 22:00 hrs – Reports have been coming in that there has been a riot at a police station, following a march by friends and family of the dead man Mark Duggan. At least two police cars have been burned, and one police officer injured as reported on radio 4.
07/08/2011 Tests show bullet in radio is police issue. Raising further doubts about killing.
Friends and family of the dead man had marched from the Broadwater Farm estate to protest at what they believe is an unlawful killing incident. They have said that they are demanding justice.
The IPCC – The police complaints commission is investigating the death as a matter of procedure, as all deaths are investigated, and were expected to make a statement today.
A killing in Tottenham Hale, North London near the Broadwater Farm estate, where after a shooting incident Police kill a man called Mark Duggan, also known as by his street name Starrish Markin, in a shootout on Ferry Lane. The gun used to kill the man was a Heckler & Koch MP5 carbine.
The Local MP David Lammy said that he is shocked and deeply worried by the news, suggesting that he has inside information.
He has said that there is now a mood of anxiety in the local community and has urged everyone to remain calm.
He accepts that there is a need to clarify the facts and to move quickly to allay fears.
The police radio which has a bullet in it, and a handgun which is said to be non police issue have been sent for forensic tests and officers are studying footage from CCTV cameras in the area.
A post-mortem examination is being held. IPCC commissioner Rachel Cerfontyne is in the charge of the investigation.
The IPCC investigate after a Bullet Proof Vest saves an officers life. Some reports have suggested his radio saved him, though bear in mind a radio gets worn on top of a bullet vest.
The dead mans girlfriend Simone Wilson who is 29 has said that she was shocked to learn her boyfriend of 13 years was carrying a gun, and is devastated at his death.
Jay Crowned who is 39 and lives locally has said that Mr Duggan had four children, three girls and one boy, and described the dead man as a good daddy.
There are fears that this incident may lead to unrest on the Broadwater Farm estate, which saw riots during 1985.
Mark Duggan Execution?
An eye witness has painted a worrying picture. The 20 year old witness has said that he came around the corner and then saw about six unmarked police cars which was cornering a people carrier near a bus stop.
He heard the police shout something like do not move and then he saw them drag the driver out of the car.
He was not sure if they dragged the other guy out in the passenger seat. This was Mark Duggan and he was the one who got shot and was the passenger.
The taxi driver was unharmed. The shot by Mark Duggan appears to of taken place as police approached the vehicle to make a pre planned arrest. It is not known yet if police were in plain clothes or uniform.
After removing the men from the vehicle (this story suggests Mark surrendered) there were three or four police officers who had both men pinned onto the ground at gunpoint.
The witness said that they were carrying really big guns and that he heard four loud shots.
He claims the police shot him while he was on the floor
This witness has not been proven to be reliable, but other media sources are reporting the same thing, and if true this looks like an execution killing, though please remember this may not be correct, and is highly unlikely.
MURDER OR SELF DEFENCE?
Mark Duggan is the dead man, and is believed to be a resident of Broadwater Farm, a local housing estate, reports suggest he may have been a local Gangster involved in gun crime, other reports suggest he was a quiet family man in fear for his life in a rough area.
Armed police from CO19, the special firearms team, had immediately returned fire on Mark Duggan, 29, who had been under surveillance. This operation was part of Operation Trident, Trident is the Metropolitan Police unit dealing with gun crime in Londons black community, but is also adaptable to meet other tasks.
Reports suggest he shot first, and he died as a result of gunshot wounds at the scene. Some reports have suggested he was shot in a taxi after he shot at police, hitting one officer, then jumped in a taxi.
His mother Pamela Duggan, 52, and his younger brother Marlon Duggan, 26, who he lived with were said to be devastated at his death, though local residents are said to be happy that another criminal gunman has been taken off Londons streets, though it should be stressed that investigations are ongoing.
Today a man was shot dead and a police officer was injured in Tottenham Hale, North London, N15, Scotland Yard has confirmed. The shooting incident in Ferry Lane, near Jarrow Road, may fall under the N17 postcode area also.
The Independent Police Complaints Commission (IPCC) has now been called in and will investigate the shooting at which happened at 18:15 hrs today 04/08/2011
The IPCC has now said that it understands the dead man had been shot by police in Ferry Lane, Tottenham Hale. This incident happened near the Tottenham Hale Retail park, a small but popular retail park which serves the local and wider area.
A spokesman for the IPCC has said the incident has been referred to the IPCC by the Metropolitan Police professional standards department. This is standard procedure in cases where someone has been shot by a police officer.
The spokesman added that he understands the officer had been shot first before the male was shot in self-defence, and to protect members of the public from a man carrying an illegal firearm.
The IPCC have yet to establish who fired the shots first, there has also been a suggestion that the man was a known criminal who the police had been tracking in the area.
The Police Officer who was shot is said to be stable in hospital, and independent investigators had been deployed to the scene, to establish the circumstances surrounding the shooting.
The Metropolitan Police generally do not carry guns, apart from specialist armed response teams which suggest that this was an undercover operation, or that the man was in fact being tracked.
A Scotland Yard spokesman confirmed that one male had been shot and killed at the scene and that one officer was shot and taken to hospital for treatment. It is thought that his bullet proof vest may have saved his life.
A waitress from the Ferry Boat Inn said the incident had happened just a few minutes walk from Tottenham Hale Tube station, and that she was shocked, as shootings in the area are quite rare, thought there have been a number of stabbings in the area over the past year
A local resident called David Akinsanya had arrived at the scene moments after the incident.
He said that he had been told by witness to the killing that a police officer had shouted to the man to stop a couple of times, but the man had not heeded the warning.
At his point it is thought that the man may of turned and shot the officer, who returned fire after being saved by his bullet vest.
The witness, a friend of Mr Akinsanya lives next to the spot where it happened. The witness spoke of at least four shots being fired, though in a built up area one shot can sound like two or more due to the surrounding buildings deflecting the sound.
There were reports that police helicopters were flying overhead and sirens could be heard for some time, emergency services rushing to the scene.
It was reported that there was a surveillance van on the corner before the shooting, and that this van had been there on and off for some days, suggesting that criminals were being monitored.
Another witness said that he saw police trying to pull some clothes off a man who was bleeding, and that paramedics were unable to save the man.
Police proceeded after the incident to tape off a large area, which left some people unable to get home. People were gradually allowed to leave the area after witness statements were taken.
A man called Michalis Chatziantouiou who is 24 and lives in Emily Bowes Court said that he entered a supermarket near Tottenham Hale station at about 18:00 hrs 04/08/2011.
When he came to leave the shop 20 minutes later the whole area had been taped off. He said that police had taped the area off for five hours, and some people were unable to leave for many hours.
Some reports have suggested that the man was shot in the back after shooting and attempting to run away. Some reports have suggested otherwise. It is being investigated and calm is called for.

Get educated and see that crime in the Ghetto stems from poverty and lack of hope (just a few reasons, many more also) and its not just a black problem, though it has affected the black community very badly over the years.

If it proves correct that this man was carrying a gun, which i am fairly confident it will, what would his “community” be saying now? I suspect we would hear the usual “The police do nothing about black men shooting black men” They took the fight to him, he chose this path.
It looks pretty certain he was carrying a gun, there will always be the argument for non lethal force to be used, though when faced with a gun, a police officer has few options.
The case will probably be that Mark fired on the police, and they fired back, though, the worrying thing about the story is reports that the two men in the taxi were pinned to the floor, and then one man was shot (Mark). Although only 1 20 year old witness has said this.
There is also the issue of why Mark was shot in the head, not the body, though this is not perhaps relevant to this case, as police do shoot to kill.

I think I may of suggested execution even before them. I am happy that the IPCC have said it was not an execution, and that he was not shot twice in the head as previously reported. The bullet in the radio is an issue, though it could be not relevant. If the gun was in a sock, and the shot fired was mistaken and did not come from him, there could be serious issues with this event.
I personally will put my neck on the line and say I think it could be a tragic mistake, and he should not of been shot, we shall see though. I hope I am not right.
